Nearly every chimney problem that is not creosote is water. The cap, the crown and the flashing are the three things keeping it out, and they fail in that order of cost.
A crown is not a mortar wash. It should be a purpose-mixed concrete slab with a drip edge that throws water clear of the brick. A crown troweled out of leftover mortar cracks within a couple of Middle Tennessee winters, and every crack takes water straight into the stack.
Flashing has to be let into the mortar joint. Surface-sealed flashing — a bead of caulk against brick — looks the same on the day and fails within a year or two, and it is the single most common bodge we find.
A cap is the cheapest part on the whole chimney and prevents the most expensive damage. Rain, birds, squirrels and downdraught all stop at the cap.
